Specialized sweat glands that secrete an odorous fluid that carries pheromones and can be found around the genitals, armpits and anus areas. Due to the lack of fresh air and intense heat and moisture, the area around the crotch and anus will cause the fluid to darken and stain the area (Why some people have inner thighs of much the same color as the "brown eye").

This is why hands and feet have thicker skins than, say, your armpit or sides. Obese people tend to develop keratinization more readily in the arms and legs due to the fact that there is constant contact and friction with other body parts. This process of keratinization forms specialized epithelial cells to form and ergo cause discolorization and texture changes. So, in all technicalities, you are also partly correct.
