I grew up raising animals. That is actually a castration device. It's the most human way to castrate. Instead of cutting out the testicles and causing extreme pain this "system" avouds testicular pain altogether(well maybe not altogether) by cutting off the blood supply to the scrotum. After the rubber bands are left on for awhile the sac shrivels up and rots off. If you see this guy running around take away that tool so he can't get the bands off. In a month, he'll be a Lou Reed song.
