The brain is spread through out the body. Not completely. But it does go into the tentacles a bit. The "main" brain will give a general outline of what to do (say "find food"), and the appendages can take it from there. So these tentacles are actually aware to some extent. I have seen these eaten in person. They try to hold onto the plate to keep you from picking them up. They try to hold onto the utensils to keep you from eating them.
