I guess it depends on what else she has done and what they have tried before this for punishment. I have dealt with out of control kids and you have to find what works. I was one myself and if you don't fix it young, its not going to get any better. I guess this is one more step in finding what works. Seems harsh but so isn't burying your kid.

Shaved is easier and less messy, but I have always loved a little pubic hair to run my tongue through. :)
