As I understand it, the Norwegian prison system has an open and closed division. All prisoners start in the closed division which doesn't have the conditions that are pictured here, however it doesn't compare to what American prisoners experience (conditions that are deemed harsher). My understanding is that as a prisoner progresses through the system and get closer to the end date of their sentence, they are moved to facilities like these that are geared to help the prisoner transition into society. Breivek will never see the light of day, at the end of his 21 years the Norwegian system allows extensions at 5 year increments if he is still deemed as a threat to society.
