I keep my legs and pits shaved I have a landing strip. Never shaved my arms. Never needed to even though I have dark hair. native american in me keeps it very very fine and saves me from having to shave constantly. I have peach fuzz on my lower back its also very fine and unnoticeable unless touched.

It's not about them being smart enough. It's them scared of asking something so they word it so you have to make it easier on them and making you say it. If you care about them you'll sympathetically answer the vague question because you know what it means.
